§ 78. Sir I. Fraserasked the Secretary of State for the Home Department if he will introduce legislation to prevent or limit the possession of firearms by ordinary citizens.
§ Mr. EdeUnder the Firearms Act. 1937, it is an offence punishable by severe penalties, to be in possession of a firearm, except in accordance with the terms of a Firearm Certificate issued by the appropriate chief officer of police. Before issuing such a certificate the chief officer of police is required to satisfy himself that the applicant has a good reason for being in possession of a firearm and can be permitted to have the firearm in his possession without danger to the public safety or to the peace.
