§ 79. Mr. Awberyasked the Secretary of State for the Home Department if he is aware that the insurance cards of men sentenced to terms of imprisonment are neither stamped nor franked; that this omission deprives them of benefits when they leave the prison which imposes a further penalty; and if he will take steps to have the cards of prisoners stamped or insurance excused during periods of imprisonment.

§ Mr. EdePrisoners are excepted from liability to pay National Insurance contributions, but those who wish to do so pay the contributions appropriate to non-employed persons, or they may arrange for their cards to be stamped by relatives or friends.
