§ Mr. J. GriffithsThe present Legislative Council—the first with an elected majority—came into being in September, 1948. Since then it has been gaining experience. At first the conduct of public business was much delayed owing to the protracted nature of the debates, but there has been some recent improvement in this respect, and I hope that this will continue.
