asked the President of the Board of Trade how many thousand tons of mixed waste paper, intended for sale to Germany, are now lying on quaysides, owing to the fact that the German mill-owners refused to buy it, as it was not up to the quality previously specified.

Exports of waste paper to Germany are now proceeding satisfactorily, and I understand that the quantity which was held up in July last through difficulties about quality has been cleared.
