11. Mr. W. J. Brown

asked the Secretary of State for the Home Department whether the reorganisation of the governor grades in the Prison Service has now been decided; what are his intentions in regard to the promotion of those chief officers who were interviewed last August with a view to promotion to the governor grade; and whether it is his intention to suspend recruitment from outside the Prison Service to the governor grade so long as there are qualified officers in the service available for promotion to governor, class five.

Negotiations for a review of the complement of governors are still proceeding with the appropriate Service association. In filling vacancies in the rank of governor the claims of the chief officers to whom the hon. Member refers will receive full consideration. It is not proposed to suspend recruitment from outside the Service for the training grade of governor: officers from within the Service who are qualified for promotion to governor rank will continue to receive consideration under the existing machinery of selection.
