asked the Secretary of State for the Colonies if he will make a statement on the reasons which led the Legislative Council of Sierra Leone to reject the proposals for a new Constitution, which had already been approved by the District and Protectorate Councils and by a special committee of the Legislative Council.

The new Governor found on his arrival last August that, although the need to establish an unofficial majority and to give more adequate representation to the Protectorate was generally accepted, there was considerable opposition to certain important provisions in the new Constitution. In December a Motion was carried by the unofficial members of the Legislative Council calling for further consideration of the proposals before they are put into force. The Governor was anxious to secure the widest possible measure of agreement for the new Constitution and has accordingly decided with my agreement to re-open discussions on the points to which objection is taken. It is hoped that these may begin during April.
