asked the Minister of Transport why his Department will not allow a four-aspect traffic signal to be suspended over the centre of dangerous cross-roads where the pavements are already too narrow to permit the erection of the ordinary type of traffic signal.

Centrally suspended signals are not used because it is better to have a signal at each side of the approach roads. Difficulties where the footways are narrow can be overcome.
