89. Mrs. Manningasked the Minister of Transport if it is the policy of his Department to prevent private coach companies willing to serve the interests of rural communities from operating upon routes which the London Transport Executive proposes to serve in the near or distant future.
§ Mr. CallaghanApplications for road service licences under the Road Traffic Act, 1930, are dealt with by the Licensing Authority for Public Service Vehicles. An appeal lies to my right hon. Friend against the grant or refusal of these licences and such appeals are dealt with on their individual merits. In respect of routes within the Special Area of the London Passenger Transport Act, 1933, however, it is necessary first to obtain the consent of the London Transport Executive under Section 16 of the Act. The grant or refusal of this consent is at the discretion of the Executive and there is no appeal.
