10. Mrs. Manningasked the Minister of Labour why the application of Mr. G. S. Barrow for a grant under the Further Education and Training Scheme has been refused; and if he will reconsider this case.
§ Mr. IsaacsMr. Barrow is in paid employment and in such cases the rules provide that earnings are naturally taken into account in assessing grant. Mr. Barrow's circumstances are such as to preclude payment of grant and I cannot make any exception in his case. If he had pursued a different course of training and his circumstances had therefore been different, he would have obtained the appropriate rate of grant, but it is not possible on that account to make him a payment to which his actual circumstances do not entitle him.
