asked the Secretary of State for the Colonies what compensation will be paid for goods requisitioned in Malaya in 1941–42 by the civil authorities for purposes of denial.

Except in any cases where legal liability to pay compensation under the local Emergency Regulations is established, the claims in question will be dealt with under any ex gratia compensation scheme for war damage losses in Malaya. Until, however, the basis of a War Damage Compensation Scheme has been agreed upon, it is not possible to say what compensation will be paid in the case of any particular category of claim.
