§ Mr. Wilfred PalingI assume that the hon. Member refers to the arrangement whereby a rural public telephone kiosk may be installed if the local authority concerned agrees to pay £4 a year for five years towards the cost of its provision and maintenance. The matter is being examined to see whether a suitable alternative basis of provision, such as a quota system, can be devised to replace the present monetary criterion.
