§ Mr. MayhewHis Majesty's Government do not consider that the conditions of statehood required by international law for recognition have been fulfilled. These conditions are that authority must be exercised over a specified territory within definite boundaries, and that the Government seeking recognition should be able and willing to fulfil its international obligations and have a reasonable degree of stability. Moreover, while the Palestine problem is still under discussion by the United Nations, His Majesty's Government do not think it right to prejudge the result of these discussions.
