§ Mr. BelcherThe number of coupons allowed to disabled ex-Service men does not depend on the degree of disablement, but varies according to the amount of abnormal wear and tear to which clothing is subjected in consequence of the disablement. The extra coupons are issued only on application. I cannot say how many disabled ex-Service men are receiving them and how many are not, since issues made to them are not recorded separately from those made to other disabled persons.
