asked His Majesty's Government whether it is a fact: that medals or stars which have been awarded to officers, or other ranks, for conspicuous gallantry or distinguished service in action, and which have subsequently been lost as a result of enemy action, are not replaced unless the recipient pays the price.

Such insignia destroyed by enemy action are replaced if the holders require them for official purposes, and this includes all serving officers or other ranks. Those who do not require them for official purposes can replace them by purchase at cost price.
