§ Mr. IsaacsIt is the practice of my local officers to endeavour to submit workers who are in all respects suitable for the vacancies concerned. They are instructed that, where any person is submitted for employment in which he is not fully experienced, the employer notifying the vacancies should be advised accordingly.
