asked the Minister of Town and Country Planning, whether he is aware that leaseholders of ground in Cardiff are being requested to pay the ground rent on the lease but that compensation for the development of the ground by the tenant accrues to the ground landlord; and whether he will take action to remedy this anomaly.

Perhaps the hon. Member will communicate with me about this Question which I do not fully understand. Part VI of the Town & Country Planning Act, 1947, provides for the making of payments in respect of interests in land, whether freehold or leasehold, which are depreciated in value by virtue of the provisions of the Act.
