§ Mr. ShinwellThese pianos were lent to Army units as a private arrangement, without the knowledge or approval of the Department, and liability for payment of compensation from Army funds cannot be accepted. Anex gratia payment has been authorised, however, to mitigate the loss sustained by the British Legion as a result of their generous action.
