asked the President of the Board of Trade if he will permit gifts of clothing received by the British Legion and other ex-Servicemen's organisations from the United States and the Dominions to be distributed free amongst needy cases without requiring the surrender of coupons.

Careful consideration has been given to this matter from time to time, but it is not felt that coupon-free distribution of bulk gifts of clothing by the various voluntary organisations can be permitted.
