asked the Minister of Transport seeing that the 30th November is on a Sunday, if he will arrange with local authorities to make a refund for the month of December to private car owners who are laying up their car after that date, provided that the old licence is posted on the 1st December.

The Statutes require in effect that the licence should be surrendered by midnight, which means in practice that an application bearing the postmark of the first post on Monday, 1st December, will be acceptable. This has been notified in the Press.
