asked the Chancellor of the Exchequer if a Minister or a Ministry official has to ask Treasury permission before chartering an aeroplane or using a Service aeroplane.

Ministers of Cabinet rank may use their discretion in particular cases in chartering aircraft. Treasury permission is required in the case of officials. Service aircraft may be used by Ministers or officials of the Service Departments at the discretion of the Air Ministry.
