§ 98. Mr. Bartlettasked the Minister of Health whether he is aware of the claim of the Borough Council of Walthamstow on 15th October that a person wishing to repair his own house must first apply for a building licence, since the value of his own work, added to the value of the materials used, might raise the cost of the repair above the statutory £10 limit; and whether he will issue a circular to stop such discouragement of individual initiative.
§ Mr. BevanI would refer the hon. Member to paragraph (2) of Circular 8/47 issued on 20th January, 1947, of which I am sending him a copy.
