70. Mr. Mikardo

asked the Financial Secretary to the Treasury whether he will extend to temporary civil servants the privilege at present granted only to permanent civil servants of unpaid leave for the purpose of attending recognised courses of study.

Temporary civil servants cannot normally be allowed special leave to attend courses of study, because, as their appointments are temporary, there can be no assurance of their reemployment. Even for permanent civil servants, while the present staff shortage continues, special leave is granted sparingly and only if the course of study proposed is clearly of use to the public service.
