Mr. Medlicott

asked the Minister of Transport if he is aware that some omnibus conductors in the London area prevent intending passengers from boarding vehicles not fully loaded; and whether it is made clear to all omnibus conductors on the London Transport system that it is their duty to carry the maximum number of passengers at all times.

Mr. Callaghan

The London Passenger Transport Board have issued explicit instructions that the maximum number of passengers allowed by the regulations must always be carried, and they investigate complaints of failure to comply if they are given supporting evidence.
