§ Mr. Irvingasked the Minister of Transport if he will consider exempting pedestrian-controlled electric vehicles from the requirement that a driving test must be passed by drivers of such vehicles, in view of the fact that the maximum speed is only 4 m.p.h., and having regard to the brief period of tuition which is necessary.
