asked the Financial Secretary to the Treasury to what extent, in view of Treasury letter TC 5/28, dated 13th March, 1928, a civil servant is debarred in his capacity as a private citizen from criticising the legislative or administrative policy of a Government Department in matters with which his own Department is in no way concerned.
