89. Mr. Vane

asked the Secretary of State for War why it has been ruled that lieutenant-colonels commanding prisoner-of-war camps will not, in future, be entitled to draw the 2s. 6d. daily rate of allowance for official entertainment.

Mr. Bellenger

This allowance is designed to cover the entertainment expenses which arise from being in command of officers and men. No such liabilities arise in respect of prisoners of war and it is for this reason that they do not count towards the total establishment which qualifies for the grant of the allowance. This condition applied from the date on which the allowance came into being.
