asked the Lord Privy Seal how many boys and girls, as orphans or other children unprovided for by their parents, are under the control of local authorities and how many under the control of voluntary charitable institutions; and of these, how many are in grouped cottage homes.

Some 33,000 children are maintained by public assistance authorities, exclusive of rate-aided patients in mental hospitals and children receiving out-relief in their own homes, and about 8,000 are committed to the care of local authorities as "Fit Persons." Of this total of 41,000 children under the control of local authorities approximately 5,000 are in voluntary homes, which accommodate in all about 33,500 children. It is estimated that nearly 10,000 children in local authority and voluntary children's homes are in grouped cottage homes.
