asked the Minister of Agriculture whether he is aware that harm is being done in country districts by disused water mills which are causing neighbouring land to be flooded; and if he will make provisions whereby the rights of millowners can be compulsorily extinguished and the cost of any compensation payable recovered from the landowners within the area who would benefit.

I have received very few complaints on this matter, but if my hon. Friend has any specific cases in mind and will send me particulars I will have inquiries made. With regard to the second part of the Question, drainage boards already have statutory powers to deal with this matter in appropriate cases.
