§ Mr. IsaacsNo, Sir. The effect of doing as the hon. Member suggests would not prevent the filling of vacancies in nonproductive industries; on the other hand, it would limit the opportunities of my local offices in endeavouring to persuade applicants to take essential jobs in productive industries.
