48. Mr. Leslie

asked the Minister of Defence in view of the dislocation of business and of the retarding of the training in industry of youths of 18 years of age called to the Services, whether he will consider the advisability of conscripting youths for territorial training at home, subject to employers giving, in addition to annual holidays, a further fortnight's absence to attend training camps for manoeuvres, etc.

Part-time service on the lines suggested would not meet the manpower needs of the Forces; nor would it allow sufficient time for adequate training. I regret, therefore, that it cannot be adopted.
