asked the Minister of Transport what regulations issued by his Department control the conduct of omnibus drivers towards the public; and whether these regulations make it an offence not to stop to pick up passengers at recognised stopping places.

The regulations in question are the Public Service Vehicles (Conduct of Drivers, Conductors and Passengers) Regulations, 1936. The answer to the second part of the Question is in the negative.
