asked His Majesty's Government whether they can now give a reply to the request of the Scottish people for the setting up of a representative Committee of Inquiry to investigate the question of Scottish devolution and to make recommendations regarding this, and, further, whether in the event of their not having decided upon the terms of reference for or composition of such a Committee they will now agree to the appointment of the Committee of Inquiry and settle these other matters during the Recess.

LORD MORRISON

I regret that I am not yet in a position to make a full statement about the various proposals which have been made for securing a greater measure of Scottish control over Scottish affairs, but I hope that it will be possible to do so after the Recess.
