Captain Bullock

asked the President of the Board of Trade whether he is aware that boys are prevented from joining the Boy Scouts because of the impossibility of obtaining uniform without the surrender of coupons; and whether, having regard to the present meagre allocation of clothing coupons, he will reconsider this matter and make Boy Scout uniforms available free of coupons.

No. I regret that in the present difficult clothing situation I am unable to make this concession. Boys between 10½ and 18 receive, of course, supplements of at least 20 coupons per year which should be of some assistance.
