asked the President of the Board of Trade what steps he is taking to remedy the position of manufacturers, who, while attempting to aid the export drive, find they cannot get allocations of raw materials until they have secured export orders and cannot get export orders until they are sure of supplies of raw materials and can quote delivery dates.

In general, manufacturers are given regular allocations of scarce materials for their production over a stated period. Such allocations take account of their requirements and the importance of their output, both for home and export. Methods of allocation naturally vary according to the circumstances of the case, including the nature of the production and of the raw material concerned. If the hon. Member will be good enough to let me have details of the particular cases of difficulty he has in mind, I shall be glad to go further into the matter.
