asked the President of the Board of Trade what conditions must be satisfied before an amateur stamp collector may be granted an open general licence for barter transactions of postage stamps.

The open general import licence covering the import of postage stamps of philatelic interest allows any person to import such stamps freely from countries in the sterling area, but where the proposed import is from a country outside the sterling area certain conditions must be satisfied. These conditions are that imported stamps are either a genuine gift or part of a barter transaction. In the case of a barter transaction, application must be made to the British Philatelic Association, Limited, acting for the Board of Trade, and the Association will require to be satisfied, before an export licence can be granted, that the imported stamps have already arrived in this country and that they are of an equivalent value of the stamps which it is proposed to export.
