99. Mr. Janner

asked the Secretary of State for the Home Department whether, in view of the large number of young children in this country who are being brought up in institutions or children's homes and who do not enjoy the advantages of home life and background, he will, in order to encourage the adoption of children, subject to suitable safeguards, introduce legislation to remove the disadvantages which are at present caused by the method of recording particulars of the parentage of an adopted child, and otherwise.

It is common ground that no unnecessary obstacle should be placed in the way of the adoption, subject to suitable safeguards of children who may otherwise lose the advantages of home life: and in order that such children should not be at a disadvantage in the matter of birth certificates special provision was made in the Act of 1926 for an adopted children register. If any further measures are practicable and desirable for this purpose, they will certainly be considered.
