114. Mr. Willis

asked the Minister of Transport if he is aware that temporary commissioned and warrant engineers are not qualified for the Board of Trade certificates of service as second-class engineers; and if he will make arrangements for these temporary officers, whose service included charge of machinery of His Majesty's ships during the war period, to receive the same recognition as is accorded to permanent officers in this respect.

Certificates of service which are equivalent to certificates of competency granted on the basis of examination, are issued by my Department only to those who have attained the appropriate permanent rank in the Royal Navy. The issue of certificates of service to men holding temporary rank has been considered, but my advisers inform me that the requisite standards of both technical knowledge and practical experience are not likely to be attained as is the case with those of permanent rank. Holders of temporary naval rank are eligible for examination under equivalent conditions to those serving in the Merchant Navy.
