asked the Parliamentary Secretary to the Ministry of Civil Aviation why third-party insurance by civil aircraft has not been made compulsory.

Insurance against damage caused by aircraft to persons and property on the ground was dealt with by Part III of the Air Navigation Act, 1936. On the outbreak of war progress was suspended on the preparatory work to bring that part of the Act into operation. My noble Friend is now examining, in the light of present conditions and, particularly, the growth of international flying, the whole subject of third-party insurance for damage caused by civil aircraft.
