The estimates of prewar consumption quoted by my right hon. Friend are based primarily on imports as recorded in the "Accounts relating to the Trade and Navigation of the United Kingdom" and on estimates of home production prepared by the Agricultural Departments, and by such organisations as the Milk Marketing Boards.
