asked the Secretary of State for the Colonies whether the Government of Kenya had yet appointed any of its new African administrative assistants; and what will be the educational and other qualifications required for these posts.

The Governor had intended in the first instance to fill nine of the 18 posts for which provision has been made, but only five of the candidates interviewed came up to the required standard. The successful candidates are to be appointed immediately and further selections will be made as candidates with suitable qualifications come forward. My hon. and gallant Friend will appreciate that in an experimental scheme of this sort the first appointments are vital to its success. Personality and character are of first importance and a knowledge of English is essential. Of the candidates selected, two have graduated at Makerere College, two others are ex-warrant officers, from the Army who have attended a course of secondary education and have passed an examination equivalent to the junior Cambridge examination, while the fifth is an African clerk with 15 years' experience of Government service
