asked the Secretary of State for Scotland when he will be in a position to give an assurance that farmers who are aggrieved by decisions of area executive or local advisory committees will have a right of appeal to an independent tribunal.

Mr. Westwood

There will be provision for appeals against major decisions of area executive committees. To what extent such appeals can most appropriately be dealt with by the Land Court or other means is a matter on which I should not wish to anticipate my legislative proposals. No executive functions will be exercised by local advisory committees.
