asked the hon. Member for West Walthamstow (Mr. McEntee) as Chairman of the Kitchen Committee, if, in considering the institution of a staff superannuation provision, his committee had under review more than one proposal and if, before arriving at a decision, they allowed the staff an opportunity of determining which of the alternative schemes they would prefer.

Mr. McEntee:

Yes, Sir. Three schemes were submitted to the Committee and two of them were considered in detail. The Committee had the assistance and advice of an actuary from the Treasury who attended at two Committee meetings and answered all questions put to him by Members. At the request of the Committee he prepared for each Member detailed explanation of the two schemes. An outline of the two types of scheme, one a deferred annuity scheme, the other an endowment scheme, was put before meeting of the staff, and they voted almost unanimously for an endowment scheme, which was the one adopted by the Committee.
