asked the President of the Board of Trade whether his regu- lations allow a bombed out man to claim from the War Damage Commission for the loss of a motor car which, being used for public hire service, represents a loss of his livelihood.

A claim for loss by war damage which occurred before 17th April,1941, when the Business Scheme operated under Part II of the War Damage Act came into operation, would be entertained by the Board of Trade. A claim for loss on or after 17th April, 1941, would, in general, be entertained only if the owner had insured under the Scheme, but if my hon. Friend has a particular case in mind and will send me details, I will consider it.
