asked the Minister of War Transport if he will issue a regulation making it obligatory for motor manufacturers to fit standard equipment antidazzle headlamps to the vehicles they manufacture.

Mr. Barnes

A wholly satisfactory solution of the dazzle problem has not yet been achieved and it would therefore be premature to impose an obligation to fit lamps of a standard type or specification. The existing regulations lay down the conditions with which vehicle lamps must comply and manufacturers are free to fit any equipment which secures compliance with the regulations.
