asked the President of the Board of Trade whether he intends to take any steps to modify the proposals laid down for the International Conference on Trade and Employment, in view of the preferential arrangements, though not yet enacted, which have been made between the United States Government and the Philippine Islands.

No, Sir. The proposals are those of the United States Government. They will be subject to discussion and negotiation in the course of which the future level of preferences, whether they be Imperial preferences or preferences between other countries, will be arrived at as part and parcel of a process of bargaining aimed at a settlement advantageous to all the negotiating countries.
