asked the Secretary of State for the Home Department under what conditions licences are granted to private employment agencies in London and elsewhere; and what control there is on commission charged by these agencies to successful applicants.

The London County Council and a number of other local authorities have powers under local Acts which provide for the licensing of employment agencies to refuse or revoke a licence if the person carrying on the agency is under 21 or is unsuitable, or if the premises are unsuitable or if the agency is improperly conducted. As regard fees, a number of local authorities have under their Acts made byelaws prescribing a small preliminary fee and providing that no charge or reward shall be demanded or received unless the applicant is previously made aware of the scale of charges and that the scale of charges shall be deposited with he licensing authority.
