"Washington" obtained from a local creamery at Plymouth 400 gallons of milk; that this vessel was only making a 10-hours' journey to Havre; that this milk was to be used for normal consumption on board the vessel; that jugs of milk were placed on the tables at meal times for consumption by the passengers; and why old people in this country have to drink water while milk is provided for U.S. ships.
§ Dr. SummerskillI am making inquiries into the case. There may have been irregularities connected with it. At the same time we do and must sometimes supply milk and other foodstuffs to foreign vessels calling at our ports. For if we did not we could not expect them to victual our own ships.
