§ Mr. Barnes:Yes, Sir. German prisoners of war have been employed on road work by the Staffordshire County Council for the past nine months. The council pays the War Office at the rate appropriate for British civilians doing the same kind of work. I understand that no formal consultation took place with the trade unions concerned, but that the council is in constant touch with them and has received no representations from them on the matter during this period.
