77. Mr. Grierson

asked the Secretary of State for the Home Department if he will grant local representation on the State Management Districts Committee, in view of the fact that the present advisory committee has no executive power.

Mr. Ede:

The executive responsibility has been placed by Act of Parliament on the Secretary of State for Scotland and the Home Secretary and while the advice of local committees is welcomed by them, it is not possible for them to share that responsibility with local representatives. The members of the Advisory Council are appointed not as local representatives but as individuals whose special knowledge and experience qualify them to give us technical and other assistance in the administration of the State Management Districts both in England and Scotland.
