asked the Secretary of State for War whether he is aware that Pay Warrant 1940, as amended by Article 639E, incorporated therein by Special A.O. of 27th March, 1945, provides that increases of remuneration in respect of rank element and retired pay rate granted to officers of the quartermaster class filling appointments not appropriate to that class carrying rank superior to their substantive rank, apply only where the rank concerned is that of major and above; and whether, in view of the hardship thereby caused to officers of the quartermaster class filling appointments of this type carrying captain's rank, he is prepared to consider further amendment of the Pay Warrant.

The normal retired pay rules do not provide any rank element for ranks below major. The amendment referred to is a war-time concession under which acting or temporary rank can count in certain circumstances towards rank element of retired pay, within the limits of the ordinary rules. No hardship is therefore involved. The concession is not restricted to quartermasters.
